Cando Rail & Terminals Expands Executive Leadership Team in Planned Succession
Executive team expansion reflects Cando’s commitment to exemplary service delivery and continuous growth.
WINNIPEG, MB – May 5, 2025 – Cando Rail & Terminals, one of North America’s largest owners and operators of first and last mile rail infrastructure, is pleased to announce the appointment of Paul Duncan as the company’s new Chief Operating Officer.

Duncan has more than 22 years of Class I railway industry experience. Most recently, he served as Norfolk Southern’s Executive Vice President and Chief Operating Officer with leadership responsibilities for Transportation, Network Planning, Network Operations, Engineering, Mechanical, Safety, and NS Police. During his tenure with NS, safety and service improved substantially. Previous to joining NS in 2022, Duncan worked at BNSF Railway for more than 19 years with roles of increasing responsibility within Intermodal, Transportation, Network Operations, Capacity Planning, and Service Design.

Previous to hiring Duncan, Cando’s Chief Commercial Officer Steve Bromley had announced his intention to retire by the end of 2025. Steve has been leading the company’s commercial growth initiatives and operations teams. With his retirement, Cando is expanding Bromley’s executive role into two positions: Chief Operating Officer and Chief Commercial Officer.

For the remainder of 2025, Bromley will work alongside Duncan to ensure a seamless transition and will also provide support as the company continues its executive search for the position of CCO.
Duncan, who resides in Texas, will lead Cando’s Service Delivery and Infrastructure divisions. He is a graduate of Iowa State University with a BS in Transportation Logistics.
